Version 2.1 is published on Zenodo as a correction release. It is recorded here in full, because a correction that is made quietly is not a correction.
The case studies have been restructured and attributed by role and employer. One case previously presented as a single Bahrain engagement spanning 2012 to 2021 in fact merged three different employers and two different sides of the contract; it is now three properly attributed cases. Outcome figures that could not be evidenced have been removed, among them a claim of 100 percent non-conformance closure, a claim of zero non-conformances at regulatory approval and a claim of zero major incidents. The Nepal case has been corrected: the works were at distribution voltage rather than high voltage, they were not the first of their kind in Nepal, and the package prepared was submitted to the Nepal Electricity Authority for consideration rather than adopted as a reference standard. A fourth case study concerning an electric minibus pilot has been withdrawn.
A licence contradiction has been fixed. The page footer of earlier versions stated that the work was licensed under CM Academy terms while every other surface stated Creative Commons Attribution 4.0 International. CC BY 4.0 is correct and now appears throughout. The reference list has been reduced to works the paper actually draws on, the ISO 9001 citation has been updated to the 2026 sixth edition, and the current custodianship of the SASB standards is noted, as is the fact that the TCFD disbanded in October 2023 with its recommendations incorporated into IFRS S2 Climate-related Disclosures.
Version 2.0 remains permanently available at its own DOI and every existing citation of it stays valid. Readers arriving at it are shown a link to this newer version. The 20 October note below recorded the removal of a former company name from this site, the module handbooks and the certificate wording; it did not mention the white paper, which was the most prominent place that name appeared. That omission is corrected here.

CM Academy Consulting is now an independent practice, operated by Susil Bhandari, CCM, as a self-employed consultant. It is no longer administered under Complete Construction Management Developers Pvt. Ltd. That company name has been removed from this site, from the module handbooks, and from the certificate wording.
The change is recorded here rather than made quietly. Certificates and documents issued before this date carry the earlier wording and remain valid: the issuing practitioner and the practice are the same. The copyright metadata on the published Zenodo record still carries the earlier wording and will be updated separately, so that the published record and this site are reconciled rather than left to diverge.
CM Academy has published three free infrastructure governance tools as part of the COS™ Phase 1 community toolkit. All three are available immediately at cosmethod.org/tools with no registration, no payment, and no expiry date.
Tool O - Oversight Dashboard: Active governance tracking with six live KPI indicators, traffic light assessment across nine governance dimensions, inspection schedule with Hold Point tracking, and incident and near-miss register.
Tool S - Sustainability Baseline: Pre-construction environmental and social baseline, SDG commitment register covering all 17 Goals, carbon and emission tracker across Scope 1/2/3, and COS™ composite score calculator.
All three tools work fully offline. A practitioner downloads them once and uses them on any project site without internet access. This is particularly relevant for infrastructure teams in South Asia, East Africa, and the Gulf where field connectivity is unreliable.
The tools are published under Creative Commons CC BY 4.0 - the same open-access licence as the COS™ Methodology white paper. Use them, adapt them, share them. The only requirement is attribution.
The first CM Academy video is now live on YouTube. In 3 minutes and 12 seconds, Susil Bhandari CCM explains the governance fragmentation problem that COS™ was built to solve, the three-pillar system, the ethics-first decision test, and how the certification programme works.
The video covers the core question every infrastructure practitioner asks: why do compliance, oversight, and sustainability keep failing on projects - even well-managed ones? The answer is governance fragmentation. COS™ binds the three functions into one integrated system.
cosmethod.org Phase 1 development is complete. The platform now includes the Module 1 handbook in eleven sections, draft handbooks and exams for Modules 2, 3 and 4, an FAQ page with twenty questions, a site-wide search function and a certificate template. Module 1 is the only module released for enrolment. The remaining modules are in development, and no handbook has been certified or accredited by any body.
The platform is hosted on Cloudflare Workers and deployed via Wrangler CLI. All pages are optimised for mobile access.
Version 2.0 of the COS™ Methodology White Paper has been updated on Zenodo with corrected metadata. The copyright line now correctly reads: © 2026 Susil Bhandari, CCM. As at 11 October 2026 the Zenodo record shows 121 views and 64 downloads across all versions, and 59 views and 25 downloads for version 2.0. It is indexed in OpenAIRE and freely available to all practitioners, researchers, and institutions.
