CM Academy has published three free infrastructure governance tools as part of the COS™ Phase 1 community toolkit. All three are available immediately at cosmethod.org/tools with no registration, no payment, and no expiry date.
Tool O — Oversight Dashboard: Active governance tracking with six live KPI indicators, traffic light assessment across nine governance dimensions, inspection schedule with Hold Point tracking, and incident and near-miss register.
Tool S — Sustainability Baseline: Pre-construction environmental and social baseline, SDG commitment register covering all 17 Goals, carbon and emission tracker across Scope 1/2/3, and COS™ composite score calculator.
All three tools work fully offline. A practitioner downloads them once and uses them on any project site without internet access. This is particularly relevant for infrastructure teams in South Asia, East Africa, and the Gulf where field connectivity is unreliable.
The tools are published under Creative Commons CC BY 4.0 — the same open-access licence as the COS™ Methodology white paper. Use them, adapt them, share them. The only requirement is attribution.
The first CM Academy video is now live on YouTube. In 3 minutes and 12 seconds, Susil Bhandari CCM explains the governance fragmentation problem that COS™ was built to solve, the three-pillar system, the ethics-first decision test, and how the certification programme works.
The video covers the core question every infrastructure practitioner asks: why do compliance, oversight, and sustainability keep failing on projects — even well-managed ones? The answer is governance fragmentation. COS™ binds the three functions into one integrated system.
cosmethod.org Phase 1 development is complete. The platform now includes four certified handbooks (Modules 1-4, eleven sections each), four online exams, an FAQ page with twenty questions, a site-wide search function, and a certificate template using a two-tier model — exam certificate on pass, full module certificate after satisfactory Capstone submission.
The platform is hosted on Cloudflare Workers and deployed via Wrangler CLI. All pages are optimised for mobile access. The admin dashboard includes manual record entry and CSV export for learner management.
Version 2.0 of the COS™ Methodology White Paper has been updated on Zenodo with corrected metadata. The copyright line now correctly reads: © 2026 Susil Bhandari, CCM. The white paper has received 57 views and 31 downloads since publication in May 2026. It is indexed in OpenAIRE and freely available to all practitioners, researchers, and institutions.
